AN ACT TO ESTABLISH THE GUILFORD COUNTY BICENTENNIAL COMMISSION.

 

The General Assembly of North Carolina do enact:

 

Section 1. There is hereby established the Guilford County Bicentennial Commission, which shall be incorporated as a nonprofit corporation under the laws of North Carolina, and which shall consist ex officio of the Chairman of the Guilford County Board of Commissioners, who shall act as Chairman of the Commission; the Mayors of the Cities of Greensboro, High Point, Jamestown, and Gibsonville; the Guilford County Manager; the Guilford County Superintendent of Schools; the Guilford County Historian; the Director of the North Carolina Department of Archives and History; the North Carolina Superintendent of Public Instruction; three members to be appointed by the Governor; and twelve members to be appointed by the Guilford County Board of Commissioners. The Guilford County Board of Commissioners shall have the authority to appoint up to ten additional members upon recommendation of the Guilford County Bicentennial Commission. The Guilford County Bicentennial Commission shall terminate its existence pursuant to resolution of the Guilford County Board of Commissioners; except that at all events it shall terminate by December 31, 1973. The Board of County Commissioners is authorized to fill any vacancies that may occur on the Bicentennial Commission.

Sec. 2. The Commission shall have an Executive Secretary, and the County Manager shall act as Secretary until a permanent Executive Secretary is engaged by the Bicentennial Commission.

Sec. 3. The Commission shall, in cooperation with interested persons and community organizations, develop plans and programs for celebration of the Bicentennial of Guilford County, and be responsible for general direction and coordination of celebration events and activities.

Sec. 4. The members of the Commission shall serve without compensation, but shall be reimbursed for necessary expenses as approved by the Commission.

Sec. 5. In order to meet the expenses of the aforesaid Commission in carrying out their official duties, in compensating any necessary personnel, and in meeting other necessary expenses, such expenses are hereby declared to be for public purposes, for which Guilford County may appropriate nontax revenues. The Commission shall file with the County Commissioners within thirty days after each anniversary date of this Act a report of all expenditures made from County appropriations.

Sec. 6. All laws and clauses of laws in conflict with this Act are hereby repealed.

Sec. 7. This Act shall become effective upon its ratification.
