AN ACT TO PROVIDE FUNDS FOR THE ESTABLISHMENT OF THE STATES' OFFICE OF THE COASTAL PLAINS REGIONAL COMMISSION.

 

WHEREAS, North Carolina has been participating with 11 other states in the Appalachian Development Program provided by the Appalachian Regional Development Act of 1965, and 29 Western North Carolina counties have received over fifty-three million dollars ($53,000,000) in Federal funds, which have been used to provide benefits in education, highway construction, health programs and programs for economic development under this Appalachian Development Act; and

WHEREAS, the Secretary of Commerce has entered into an agreement with the Governors of the States of North Carolina, South Carolina and Georgia on December 21, 1966 pursuant to the Public Works and Economic Development Act of 1965, under which the Coastal Plains Regional Commission was created to provide benefits to the people of the eastern regions of the three states similar to those provided by the Appalachian Development Program; and

WHEREAS, under the program of the Coastal Plains Regional Commission funds will be expended throughout 45 counties of Eastern North Carolina including the Counties of Beaufort, Bertie, Bladen, Brunswick, Camden, Carteret, Chowan, Columbus, Craven, Cumberland, Currituck, Dare, Duplin, Edgecombe, Franklin, Gates, Greene, Halifax, Harnett, Hertford, Hoke, Hyde, Johnston, Jones, Lenoir, Martin, Nash, New Hanover, Northampton, Onslow, Pamlico, Pasquotank, Pender, Perquimans, Pitt, Robeson, Sampson, Scotland, Tyrrell, Vance, Washington, Wake, Warren, Wayne, and Wilson, as well as in the coastal counties of the States of Georgia and South Carolina, for developmental programs; and

WHEREAS, the great majority of the funds to be provided for these programs will come from the Federal Government, and a need exists for the establishment of an Office of States' Regional Representative in Washington, D.C. to begin the planning with the Federal authorities for administering the programs of the Coastal Plains Regional Commission to make its benefits available to the people of Eastern North Carolina, South Carolina and Georgia: Now, therefore,

 

The General Assembly of North Carolina do enact:

 

Section 1.  There is hereby appropriated from the General Fund to the Department of Administration the sum of sixty thousand dollars ($60,000) for the biennium 1967-69, to be used, in cooperation with the States of South Carolina and Georgia, to establish and operate an Office of States' Regional Representative for the Coastal Plains Regional Commission.

Sec. 2.  All laws and clauses of laws in conflict with this Act are hereby repealed.

Sec. 3.  This Act shall become effective upon its ratification.
