AN ACT TO CREATE A MEDICAL ADVISORY COUNCIL TO THE STATE BOARD OF MENTAL HEALTH.

 

The General Assembly of North Carolina do enact:

 

Section 1.  There is hereby coated an advisory council to be known as the Medical Advisory Council to the State Board of Mental Health", composed of fifteen members to be appointed by the Governor for terms beginning July 1, 1963. For the initial terms of the members of the Council, five shall be appointed for terms of one (1) year each, five shall be appointed for terms of two (2) years each, and five shall be appointed for terms of three (3) years each. Upon the expiration of their respective terms the successor of each member shall be appointed for a term of three (3) years each, and until his successor is appointed and qualified Vacancies on the Council shall be filled by the Governor for unexpired terms.

Sec. 2.  Members of the Council shall be paid, from funds appropriated to the State Board of Mental Health, the same per diem, assistance and travel allowances as is now or may hereafter be prescribed for State boards and commissions generally.

Sec. 3.  It shall be the duty of the Council to make periodic reviews and studies of the operation, maintenance and administration of the facilities and programs of the State Board of Mental Health and to make reports and recommendations from time to time to the State Board of Mental Health.

Sec. 4.  Chapter 766 of the Session Laws of 1961 is hereby repealed.

Sec. 5.  All laws and clauses of laws in conflict with this Act are hereby repealed.

Sec. 6.  This Act shall be in full force and effect from and after July 1, 1963.
